Microsoft Dynamics 365 Human Resources UAE Implementation and Payroll Localisation
Microsoft Dynamics 365 Human Resources UAE implementation means configuring Microsoft's HR app for UAE employment contracts, leave, gratuity and Wage Protection System payroll. Dynamics 365 Human Resources is a cloud HR application that runs the employee record, leave and benefits, while pay itself runs in a separate, connected payroll engine. ERP360 chooses and tests that payroll layer before the build starts, so salary files, gratuity accruals and Emiratisation data are right from your very first live payroll run.
Our Microsoft Dynamics 365 Human Resources UAE Implementation Process
Every Dynamics 365 HR implementation we run starts with the payroll decision, because it shapes the data model everything else sits on. The work follows seven steps, in this order.
Product-fit check
We confirm whether you need the Human Resources app on Finance and Operations, or Business Central's HR module with a payroll extension.
Payroll-layer selection
We choose the UAE payroll localisation that will produce the salary file and gratuity, and agree which system owns each pay element.
Workforce data model
We map contract type, the basic-versus-allowance salary split, sponsoring entity and Emiratisation status onto the employee record.
Leave and absence setup
We build UAE leave plans, accrual rules and approval flows using the app's configurable leave and absence types.
Data migration
We load workers, positions, compensation and leave balances through Data Management Framework entities, then reconcile every balance against the old system.
Parallel payroll run
We run at least one full cycle beside your current payroll and compare net pay, salary-file totals and gratuity accruals line by line.
Go-live and handover
We switch on employee and manager self-service, train your HR administrators and hand over a support runbook for month-end.
What We're Selling Six Commitments on Every HR Project
Plenty of firms present themselves as the Dynamics 365 HR partner Dubai companies should call. ERP360 makes six specific commitments instead of a list of adjectives.
- Payroll Layer Chosen Before the Build Starts — We select and test the UAE payroll localisation first, so salary files and gratuity never become a costly late-stage surprise.
- A Parallel Payroll Cycle Before Any Go-Live — Your first live payroll is never the first real one; we reconcile a complete parallel cycle against your current payroll system.
- Honest Advice, Even When Business Central Fits — If Business Central's HR module plus a payroll extension suits your headcount better, we say so before any licences are bought.
- Two Gratuity Models on One Employee Record — Staff on legacy gratuity and staff in the end-of-service savings scheme are tracked separately, with frozen balances kept fully auditable.
- Built on the Merged Finance and Operations Platform — New deployments land on the merged Finance and Operations infrastructure, the only place Microsoft now ships planned Human Resources features.
- Arabic and English Self-Service From Week One — Employees request leave, check balances and update personal details in Arabic or English through self-service from their very first week.
Dynamics 365 HR and Payroll UAE Where WPS and Gratuity Actually Run
The Human Resources app does not calculate pay. Microsoft's payroll integration API documentation describes the app as the source of employee, position and compensation data that partner payroll systems consume. Microsoft's only native payroll module, US Payroll, is limited to legal entities with a primary address in the United States.
So every Microsoft Dynamics 365 Human Resources UAE project hides a second system decision: which payroll engine produces the pay run. That engine, not the HR app, is where Dynamics 365 WPS payroll actually happens. It generates the salary information file, calculates gratuity under Federal Decree-Law No. 33 of 2021, and handles leave salary and final settlements.
Here is how ownership splits in a typical UAE setup:
| Area | Owned by the HR app | Owned by the payroll layer |
|---|---|---|
| Employee record | Contracts, positions, jobs, personal details | Reads it through the integration |
| Compensation | Fixed and variable compensation plans | Gross-to-net calculation |
| Leave | Plans, accruals, balances, approvals | Leave salary and encashment |
| End of service | Contract dates and service history | Gratuity accrual, payout and final settlement |
| Wage Protection System | Bank and routing details on the worker | Salary information file generation |
The split only works if the employee record already holds what payroll needs. Before go-live, we check that every worker carries:
- Contract type and start date, which drive the gratuity service calculation
- Basic salary held apart from housing, transport and other allowances, because gratuity is calculated on basic salary
- The bank or exchange-house routing and identifiers your salary file needs
- An Emiratisation flag, so Nafis and quota reporting draw from the same record
- End-of-service scheme membership and enrolment date, where the employer has joined the savings scheme under Cabinet Resolution No. 96 of 2023
- The sponsoring legal entity, which matters when one group runs mainland and free-zone companies
If you are still comparing platforms rather than configuring Dynamics, our HR and workforce management guide for UAE companies covers the wider options.
Ready to Scope Your Dynamics 365 HR Project?
Industries We Serve with Microsoft Dynamics 365
HR rules change from sector to sector, so the workforce setup we configure changes with them. Here is what we build in each industry.
Property Management
We roster building security, cleaning and maintenance teams by site, and charge each team's labour cost to the managed property.
Construction & Building
We track camp accommodation, site allowances and overtime for large blue-collar crews whose salary files span several live projects.
Trading & Distribution
We model sales commission plans and warehouse shift patterns, keeping every variable earning clearly separate from basic salary for gratuity.
Healthcare & Medical
We record DHA, DOH or MOHAP licence expiry dates on clinician profiles and alert HR well before any professional licence lapses.
Manufacturing & MRP
We link shift, overtime and night-work rules to production teams, so factory labour hours reach payroll and product costing together.
Retail & E-Commerce
We handle high-turnover store staff with quick onboarding, part-time contracts and fast final settlements across many branches and malls.
Supply Chain
We set up driver and warehouse rosters, tracking driving-licence renewals and overtime for teams working across several emirates.
Accounting & Tax Firms
We map audit and tax staff to grades and qualification records, and manage study leave for professional exams during busy season.
Benefits of a Microsoft Dynamics 365 Human Resources UAE Rollout
The value is less in individual Dynamics 365 Human Resources features and more in what changes once they share one record. These are the outcomes UAE HR teams usually feel first.
- One Employee Record Across HR, Finance and Payroll — The Human Resources app shares workers, positions and legal entities with Dynamics 365 Finance on the same platform. HR stops re-keying new joiners into a second system. Finance sees headcount and cost centres that match what HR has actually approved.
- Leave That Follows UAE Entitlements Automatically — Annual, sick, parental and other statutory leave become configured plans with their own accrual rules. Balances update without spreadsheets, and managers approve requests against the real remaining entitlement rather than a guess.
- Workforce Costs Visible Before Payroll Closes — Compensation plans sit on each position, so HR and Finance can see the monthly cost of a new hire before the offer goes out. Budget conversations start from approved positions, not last month's payroll register.
- Audit and Inspection Records in One Place — Contract changes, salary revisions and leave history are stored with dates on the worker record. When an auditor or labour inspector asks what changed and when, the answer is a report, not a search through email.
- Headcount Planning Built on Positions, Not Spreadsheets — Positions exist independently of the people filling them, so vacancies, replacements and new roles are visible in one structure. Growing groups can plan hiring across entities without rebuilding an organisation chart each quarter.
Dynamics 365 Human Resources vs Business Central Which HR Layer Fits?
Three different things are sold as Dynamics 365 HR in the UAE: the Human Resources app, Business Central's built-in HR module, and third-party HR suites built on either one. They are not interchangeable.
Business Central's HR functionality, as Microsoft's Business Central documentation describes it, covers employee records, contracts, qualifications, confidential information and absence tracking. It has no payroll of its own. The Human Resources app goes much further, but it lives on Finance and Operations, so a Microsoft Dynamics 365 Human Resources UAE decision is partly a decision about which ERP platform you run.
| Question | Human Resources app | Business Central HR module |
|---|---|---|
| Platform | Finance and Operations | Business Central |
| HR depth | Leave plans, benefits, compensation, positions, self-service | Employee records, absences, qualifications |
| Payroll | Partner payroll through the integration API | Partner payroll extension |
| Best fit | Larger or multi-entity groups on Dynamics 365 Finance | Smaller companies already on Business Central |
| Licensing | Per-user Human Resources licence plus self-service licences | Included with Business Central users; payroll extension priced separately |
Our rule of thumb: if you already run Business Central and your HR needs are records, leave and a WPS-compliant payroll, the extension route is usually enough. If you run Finance or need structured compensation, benefits and position control, the Human Resources app is the better foundation.
Getting Dynamics 365 HR Right in the UAE
- The Human Resources app manages people data; UAE pay, salary files and gratuity always run in a partner payroll layer.
- A Microsoft Dynamics 365 Human Resources UAE project succeeds or fails on that payroll choice, so make it first.
- The app now runs on Finance and Operations; Business Central's HR module plus an extension is the lighter alternative.
- Basic salary, contract dates and end-of-service scheme status must be correct on the employee record before go-live.

Frequently Asked Questions
Not for the UAE. Microsoft’s only native payroll module covers US legal entities. UAE payroll, including salary files and gratuity, comes from a partner localisation that reads worker and compensation data from the Human Resources app.
Microsoft’s Human Resources pricing page lists USD 135 per user per month for the full licence and USD 4 per user per month for self-service, billed annually. Microsoft notes these are informational prices that vary by country and currency. The payroll localisation and implementation are priced separately.
It depends on headcount, the number of legal entities, the payroll layer chosen and how clean your legacy data is. The parallel payroll run is usually the step that sets the pace, because go-live waits until a full cycle reconciles.
No. Microsoft merged the Human Resources capabilities into the Finance and Operations infrastructure. Existing standalone customers move through an optional, customer-driven merge using data entities, which our Dynamics 365 migration team can plan with you.
Yes. Each company is set up as its own legal entity with its own payroll rules and salary file, while HR keeps a single view of workers across the group. Free-zone, DIFC and ADGM entities can follow different employment frameworks, so we confirm the rules for each entity before configuration.
Yes. Finance and Operations apps, including Human Resources, support Arabic as a user-interface language with right-to-left layout. That lets employees use self-service in Arabic while HR works in English.
